The investigation into the case began in early October, with the receipt of a report regarding suspicious conduct at the daycare. Upon receiving the report, Ariel station investigators acted to obtain warrants, as permitted by the court, and security cameras at the location were seized. While reviewing the footage, investigators were exposed to a first incident that aroused their suspicion and led to the arrest of the first suspect, a daycare caregiver in her 40s. Concurrently, investigators were exposed to documentation of additional incidents, in which suspicion arose of harm to toddlers by another caregiver, a foreign national without a work permit in her 30s, as well as by the daycare manager. That same morning, with their arrests and exposure to this difficult documentation, police investigators, in cooperation with the Ministry of Education, acted to take steps in accordance with the “Supervision of Daycares for Toddlers Law.” Due to concern for the toddlers’ well-being, the daycare was ordered closed for 60 days. Police investigators worked with increased intensity, and as part of the investigation, over 2,400 hours of documentation were reviewed, spanning over 60 days of activity at the daycare. Furthermore, a special investigation team was established for this sensitive and complex investigation, alongside reinforcement of investigators and various personnel in the Judea and Samaria District. These investigation findings raised suspicion of severe abuse of helpless toddlers, who were under the responsibility and supervision of the suspects. During the review of the security camera footage, suspicions arose of cruel acts of violence, including throwing, choking, hair pulling, shaking, and even tying, and of acts that, according to suspicion, led to toddlers becoming dazed and losing consciousness. As the investigation progressed and investigators were exposed to these incidents, suspicion arose against three additional caregivers who were employed at the daycare in the current year and the previous year. They were also arrested by the police and released by court order under restrictive conditions of house arrest. Their investigation is still ongoing. The arrest of the three main suspects was extended from time to time by the court at the request of the police. Today, with the completion of the investigation and the formation of the evidentiary basis against them, a prosecutor’s statement was filed regarding the intention to file indictments against them by the Central District Prosecutor’s Office in the coming days, and their arrest was extended until 8.11.26. With the completion of the investigation phase and the filing of the prosecutor’s statement against the three main suspects, police investigators acted to seize bank accounts and their balances as part of the criminal proceedings. The investigation into the cases of the remaining suspects is ongoing.
