Jerusalem, 21 October, 2026 (TPS-IL) — Israel’s state-owned rocket propulsion manufacturer Tomer is preparing to raise up to NIS 600 million ($194 million) to significantly expand its missile and space production lines, Israeli media reported on Wednesday.

The capital injection will allow the company to ramp up manufacturing of critical national defense hardware, including rocket engines for the Arrow air defense system and Shavit space launch vehicles.

To secure these funds while safeguarding national security secrets, Tomer intends to issue corporate bonds directly to institutional investors via the Tel Aviv Stock Exchange’s TACT Institutional platform, avoiding a public stock offering.

Backed by a preliminary high investment-grade rating of ilAA from S&P Maalot, this first-ever private debt raise supports Tomer’s aggressive growth strategy. Fueled by surging domestic and international demand, including a landmark Arrow 3 export deal with Germany, the manufacturer aims to more than double its annual sales to NIS 1.8 billion ($582 million) by 2030.
