Jerusalem, 11 October, 2026 (TPS-IL) — Israel’s Coordinator of Government Activities in the Territories (COGAT) has rejected a recent report by the International Organization for Migration (IOM) regarding winter conditions in Gaza, calling it biased and misleading.

COGAT stated the report omits critical security facts, specifically Hamas’s persistent exploitation of dual-use materials for terrorist infrastructure. Officials highlighted that banned kits included wooden poles previously used by Hamas for tunnel construction, noting items were purchased without required prior authorization.

Israel reaffirmed its commitment to humanitarian support, emphasizing its proactive winterization plan. Over 53,000 tents and 7,300 trucks loaded with tarpaulins, blankets, and winter clothing have entered Gaza via the UN, donor nations, and international partners.

COGAT reiterated that while tent entries face no volume caps, security screenings remain vital to prevent Hamas from diverting civilian supplies. Rebuilding materials will remain restricted until Hamas disarms.
