Jerusalem, 21 October, 2026 (TPS-IL) — Israel’s Capital Market, Insurance and Savings Authority announced new regulations on Wednesday, October 21, 2026, banning non-bank credit companies and institutional lenders from paying commissions to independent mortgage advisers and customer representatives.
The binding directive aims to eliminate conflicts of interest in housing finance, ensuring mortgage brokers exclusively serve borrowers’ financial interests rather than being influenced by lender compensation.
The Authority published the finalized rules for licensed non-bank credit providers alongside a parallel draft directive extending the ban to institutional entities, establishing uniform consumer protections across the mortgage market. Regulators emphasized the sweeping reform is critical to safeguarding households undertaking major long-term debt commitments amidst growing reliance on private credit intermediaries.
