AG Backs Down: E1 Bids Submitted Before Election, Opened After
Attorney General Gali Baharav-Miara allows E1 construction bids before the October 27 election, but opening will be delayed.
Jerusalem, 28 September, 2026 (TPS-IL) — Attorney General Gali Baharav-Miara has revised her position on the controversial E1 construction tender, allowing developers to submit bids on schedule before the October 27 Knesset election, while requiring that the bids be opened only afterward.
The decision follows pressure from Ma’ale Adumim officials and a petition challenging the original order to delay the bidding deadline by a month.
The Attorney General’s Office had cited concerns that the tender could be used for election propaganda because of its political and diplomatic sensitivity.
The tender covers 1,234 housing units in E1, between Jerusalem and Ma’ale Adumim. The deadline for submitting bids is on October 19. The Knesset Elections are on October 27.
Ma’ale Adumim Mayor Guy Yifrach welcomed the revised decision, while Finance Minister Bezalel Smotrich has called for the entire tender process to proceed without delay.
