A significant terror infrastructure that operated to carry out attacks against civilians and security forces was thwarted – indictments were filed against those involved in a joint operation by the General Security Service,

As part of thwarting the infrastructure, more than 30 operatives from Jerusalem and Judea and Samaria were arrested by the Shin Bet, the IDF, and the Israel Police. The investigation of some of those involved has not yet concluded. In this context, two residents of Jerusalem, operatives of the “Shabab Al-Aqsa” terrorist organization affiliated with Hamas, were arrested for investigation: Tzviach Abu Tzviach, son of Misbah Abu Tzviach who carried out a deadly attack in 2016 in which two Israelis were murdered, and Rashid Rishk, who was released in 2025 as part of the hostage deal. Additionally, Muhammad Abu Tzviach, Muhammad Azmi Bakri, and Ahmed Azmi Bakri, residents of Jerusalem who belonged to the infrastructure, were arrested for investigation. The investigation, conducted by the Shin Bet and the Central Unit in the Jerusalem District, revealed that Rishk and Tzviach Abu Tzviach established a broad terrorist infrastructure under which they recruited military terrorist cells under their command throughout Judea and Samaria, with the aim of carrying out attacks against Jews and security forces. During the investigation, weapons intended for carrying out attacks and combat equipment were seized. As part of the investigations, it emerged that Ahmed Azmi Bakri and Rashid Rishk intended to advance the execution of an attack at a restaurant in Modi’in where Ahmed worked. It also emerged that Muhammad Bakri instructed Rishk and Muhammad Abu Tzviach in preparing explosives, after they spoke of their intention to carry out terrorist activity, and that Rashid and Tzviach also planned to carry out a shooting attack against security forces in Azaria. At the conclusion of the investigation conducted by the Shin Bet and the Jerusalem District Intelligence and Investigations Unit, a severe indictment was filed against the five, attributing to them offenses of managing a terrorist organization, active membership in a terrorist organization, conspiracy and preparation for an act of terror of murder under aggravated circumstances, weapons and property offenses for terrorist purposes, recruitment and attempted recruitment of members to a terrorist organization, and additional offenses. Indictments against residents of Judea and Samaria involved in the infrastructure are expected to be filed in the coming days.
