Jerusalem, 7 October, 2026 (TPS-IL) — Israeli police have opened a criminal investigation into two senior Transportation Ministry security officials following the attempted hijacking of a Flydubai flight, Israeli media reported Wednesday.

Dvir Rubinstein, who heads the ministry’s aviation security operations center, is being investigated over a suspected conflict of interest. Rubinstein, who oversees security approvals for foreign airlines and flights entering Israel, simultaneously provided consulting and training services to foreign carriers, including Flydubai, and received payment from the airline. The investigation will examine whether his private work conflicted with his regulatory responsibilities.

A second official, Avri Cohen, head of the ministry’s emergency, security, information and cyber division, is being investigated over separate allegations concerning outside employment and whether he received the required authorization.

The probes come amid growing scrutiny of Israel’s security oversight of foreign airlines following last week’s Flydubai incident.
