Report: 81% of Israeli Public Entities Meet Disability Representation Targets
Israel's 2025 Adequate Representation Report shows 81% of public entities met disability targets, with local authorities leading, up from 76% in 2024.
Jerusalem, 26 August, 2026 (TPS-IL) — Israel’s 2025 Adequate Representation Report found that 81% of public entities achieved full representation targets for persons with disabilities in 2025, up from 76% in 2024 and 60% in 2021. Between 2024 and 2025, 52 entities improved their compliance level while 27 regressed. Government companies and the civil service still face significant gaps.
Local authorities led the way: of 230 evaluated, 203 achieved full compliance, up from 79% in 2024 to 88% in 2025. Municipalities reached 95% full compliance, regional councils 88%, and local councils 83%.
By district, Jerusalem led with 100% compliance, followed by Judea and Samaria (95%), the north (92%), Tel Aviv (92%), Central Israel (89%), Haifa (83%), and the south (76%).
By sector, Druze communities reached 100% compliance, followed by Jewish (96%), Israeli-Arab (78%), Haredi (71%), and Bedouin (43%) communities. Among the 18 largest local authorities, only Bnei Brak failed to meet the target.
