Jerusalem, 12 October, 2026 (TPS-IL) — The leaders of 14 communities hardest hit by the October 7, 2023, Hamas massacre are demanding a permanent security buffer between the Gaza Strip and Israeli border communities, including continued military protection even after the Israel Defense Forces (IDF) withdraws from the Yellow Line.
Ahead of Israel’s October 27 elections, the Homeward Forum has compiled a list of demands for the next government, seeking to secure binding commitments in coalition agreements. The proposals include permanent funding for surveillance cameras, command centers and monitoring systems, as well as long-term staffing arrangements for local civilian security squads.
The communities also demand a multi-year rehabilitation plan for education, healthcare and welfare funding after the Tekuma Directorate concludes its work.
Additional priorities include removing construction and planning obstacles, expanding infrastructure and strengthening agriculture and energy industries.
Forum leaders insist security and reconstruction must not depend on temporary promises.
