Jerusalem, 2 October, 2026 (TPS-IL) — Shin Bet and Israel Police have arrested a 25-year-old Israeli citizen from Bak’a al-Gharbiya suspected of contacting Iranian operatives and carrying out missions at their direction.

Muhammad Fahmi Muhammad Khalaf was arrested in recent weeks in a joint investigation involving the Asher District Police’s Central Unit, the Lahav 433 Cyber Unit, and Shin Bet.

According to investigators, Khalaf maintained online contact with a hostile operative and carried out a series of assignments in exchange for payment. Authorities said the case is part of a broader pattern in which Iranian intelligence has recruited Israeli citizens to advance terrorist activities against Israel.

Following the completion of the investigation, which authorities said established substantial evidence against the suspect, the Haifa District Prosecution is expected to file an indictment against him today in the Haifa District Court. The charges will include offenses involving contact with a foreign agent.
