Over the years, Hamed was part of the Silwad cell and carried out attacks in which Israelis were murdered and injured. In addition, Hamed took part in the shooting attack in Ein Yabrud in October 2003, during which three IDF soldiers fell – Sergeant Elad Pollak z”l, Sergeant Roey Yaakov Solomon z”l, and First Sergeant Erez Idan z”l. Hamed was arrested and released to the Gaza Strip in 2011 as part of the Gilad Shalit deal. In his role as head of the Public Works Department, he was responsible for recruitment and direction in Judea and Samaria, and promoted attacks. Since then, he continued to belong to the military wing of Hamas and was involved in the organization’s recruitment and direction for the promotion of attacks in Judea and Samaria. Prior to the attack, steps were taken to reduce the chance of civilian casualties, including the use of precision munitions and aerial observations.
