Jerusalem, 16 September, 2026 (TPS-IL) — Israel’s government has formulated a new strategic plan aimed at establishing a long-term, organized policy for the country’s rental housing market, based on data analysis, international models, and consultation with the OECD and industry stakeholders.

The plan found Israel’s rental sector suffers from fragmented regulatory authority, incomplete data, and a low rate of institutional long-term renting. Proposed measures include creating a dedicated government body within the Ministry of Construction and Housing, expanding mandatory rental reporting, promoting long-term institutional rentals, and developing new planning and land-use tools.

Officials said the plan will be implemented in phases, combining short-term steps with structural reforms aimed at improving stability for tenants and landlords over time.
